feat(runner): add TOML config file support for matrix benchmarks
- Add toml and serde dependencies
- Create config module with Config and BenchmarkConfig structs
- Add --config CLI option for matrix benchmarks
- Refactor `run_benchmark()` to accept BenchmarkConfig
